5. Building Design and Construction Coordination Services

  • negotiating agreement(s) as applicable with the architect and other professionals engaged by the Client to work on the Project;
  • advising on site planning and Project design;
  • reviewing and commenting on quantitative and qualitative facility requirements, and assisting the architect to interpret such requirements and to incorporate them into plans for the Project;
  • advising on choices and methods of meeting facility requirements within the capital budget;
  • monitoring and supervising the work of the architect and the design process and providing coordination with all other elements in the development process;
  • reviewing and commenting from time to time on preliminary plans, working drawings and specifications in progress, in the context of the client's requirements;
    reviewing tender documents;
  • assisting the architect to develop and implement an invited tender for construction contractors;
  • in conjunction with the architect, commenting on tender bids received, particularly with respect to cost, time and other terms and conditions;
  • advice and assistance negotiating the construction contract;
  • monitoring construction progress and costs, and in particular the construction schedule, contract allowances and changes;
  • representing the Client at site meetings and providing regular reports of issues discussed;
  • as agent for the Client, visiting the construction site regularly throughout the construction period and maintaining records describing overall progress and activity, including notes on site conditions, adherence to the project schedule, personnel on site, security and safety concerns, materials, deliveries, quality of workmanship and contract compliance, and providing regular written summary reports to the Client;
  • as agent for the Client, accepting construction progress payments, provided that the amount authorized for payment has been verified and approved by the Project architect;
  • as agent for the Client, approving change order authorizations, provided that the said change orders and the amounts set out therein have been recommended by the Project architect, and have been previously reviewed with and approved by the Client;
  • bringing to the attention of the architect and the Client any problems or other concerns with respect to the overall progress and quality of construction identified during site visits, and monitoring the resolution of any problems;
  • advising the Client with respect to the potential impact of contemplated changes or construction extras, and facilitating the flow of written and verbal information and documents between the architect and the Client;
  • advising the Client regarding any disputes between parties involved in the construction process, and assisting the client to resolve any such disputes, through facilitation or such other means as the client may elect;
  • assisting the Client in the selection, purchase and installation of information technology (IT) systems, including telephones, voice and data cabling and building security systems;
  • assisting the Client to develop a methodology to inventory existing furniture and equipment and to determine requirements for new furniture and equipment in conjunction with the Project;
  • assisting the Client in the selection of a furniture supplier for the Project, and in placing furniture and equipment orders;
  • assisting the Client and the architect to determine signage requirements for the Project;
    assisting the Client to arrange service contracts with respect to the ongoing operation of the Project;
  • participating in deficiency, substantial and final completion inspections, advising the Client with respect to the nature of deficiencies and monitoring their correction by the parties responsible; and
  • assistance obtaining and consolidating operating manuals and warranties from the contractor and architect.
